DEPARTMENTAL SUMMARY: The Clinical Practice & Professional Development (CPPD) Department is a system service department that provides clinical practice support and professional development opportunities to nursing and allied health caregivers at SCHS. CPPD also provides professional development opportunities to caregivers employed in non-clinical positions at SCHS and the Central Oregon/Pacific Northwest Communities. Specifically, CPPD delivers services through the following educational/practice service lines: Onboarding/Orientation, Competency Management, Continuing Education, Professional Role Development, Collaborative Partnerships and the American Heart Association SCHS Training Center.

POSITION OVERVIEW: The Clinical Professional Development (CPPD) Specialist promotes nursing and allied health professional development and clinical practice scope guidance and competency through a matrix of roles including: learning facilitator, change agent, mentor, leader, champion for scientific inquiry, educator, advocate, consultant and researcher to support the organization in the protection of the public, provision of quality care and creation of a healthy work environment. The CPPD Specialist engages in the following standards of professional practice in order to succeed in the above roles as described: assessment of practice/knowledge gaps, identification of learning needs, outcomes identification, planning, implementation and evaluation. This position also manages complex educational and practice programs/projects that require strong program management skills, including effective facilitation of cross-functional teams and strong vertical and horizontal leadership relationship development skills, to drive improvements in clinical and professional role performance, patient care quality, cost and satisfaction outcomes among patients, families, and health care providers. The CPPD Specialist utilizes evidence-based practices and research to develop timely learning and professional growth opportunities for clinical caregivers. The CPPD Specialist collaborates with the clinical and administrative leadership teams, as well as, Compliance, Legal and Human Resource teams and staff to identify areas of need as it relates to clinical practice and professional development. In addition, this position serves as a role model of professional practice and behavior and is instrumental in creating a professional practice climate within the organization to meet the needs of the health care system mission, vision and values. This position does not directly manage other caregivers, however may be asked to review and provide feedback on the work of other caregivers.

ESSENTIAL FUNCTIONS AND DUTIES:

Educator: Conducts systematic and ongoing learning needs assessments of individuals and/or groups using a variety of techniques and sources. Identifies educational objectives based on assessment data, quality improvement and regulatory/accrediting bodies' requirements. Develops educational programs for nurses and allied health caregivers at all stages of their career development that are culturally sensitive, age appropriate, and family centered after a complete review, validation and prioritization of needs and within available budget, staff and other resources. Plans, prepares and maintains materials for use in educational programs for accuracy and relevance to the target audience. Teaches content as needed and/or assigned within clinical expertise in formal and informal settings with a focus upon improvement of skills and retention of knowledge using appropriate strategies, technologies and adult learning principles. Ensures that educational activities are implemented in a professional and timely manner, adjusts content and teaching strategies appropriate to learner needs, and documents teaching/learning process and outcomes in accordance with standards. Conducts evaluations of assigned educational programs to determine if the purpose and objectives have been achieved and to identify areas for improvement in course design, content, and delivery. Evaluates the impact of educational programs on improving patient care, quality, cost and satisfaction.

Leader: Serves as a role model for education and professional practice and to promote excellence and competent practice. Integrates ethical principles in all areas of practice. Role models and promotes the concept of life-long learning. Evaluates the quality and effectiveness of nursing and allied health clinical practices, in collaboration with others when applicable, to ensure alignment with state and national licensing/certifying bodies, applicable rules and laws, regulatory bodies and organizational standards. Networks throughout the organization and in the community with the goal of exchanging knowledge and expertise. Markets staff development and continuing education programs. Develops standards for educational practice in own setting. Develops and/or provides input into the capital and operating departmental budgets. In leading complex project and program teams, demonstrates principles of project management including identification of plan, timeline, stakeholders, desired metrics and outcome targets, budget, communication and evaluation.

Consultant: Identifies opportunities for staff development on his/her own initiative. Collaborates with Nursing, Allied Health and System Administration to recommend educational strategies to ensure compliance with requirements and standards of external regulatory and accrediting organizations. Serves as an educational consultant working with intra- and inter-disciplinary teams to brainstorm, problem-solve, and participate in projects relating to policy, procedure, program development and strategic planning. Serves as a resource to staff designing needed educational experiences. Responds to requests for consultation from other hospitals and the surrounding community.

Change Agent and Facilitator: Demonstrates knowledge of select change theories and applies principles to support change within the organization. Facilitates the adult learning process, creating a climate that supports learning across the organization. Ensures that educational programs are congruent with organizational missions, values, and goals. Identifies and recruits internal and external resources for educational activities. Identifies which changes should be made through participation in various activities such as committees, projects, and strategic planning meetings. Participates in review of activities or processes for assigned area and department. Responds to changes in nursing and allied health practice and develops programs to support those changes. Facilitates the initiation of, adoption of, and adaptation to organizational change. Influences policies, procedures or legislation to create change. Fosters a positive attitude regarding the benefits and opportunities of life-long learning.

Researcher: Supports the integration of strong evidence and research into practice. Provides information to document effectiveness of role as a CPPD Specialist. Facilitates the development of staff members' knowledge and skills in the EBP research process and use of strong evidence to improve clinical practice. Evaluates and utilizes research, current trends, future projections, professional organizations and other experts when creating and/or facilitating development of learning opportunities. Applies evidence-based data for improving current professional development activities, clinical practice competency. Applies research findings in the development of policies, procedures and guidelines. Participates in the research process in a variety of ways, such as serving as an investigator, protocol director, collaborator, data collector or evaluator.

EDUCATION

Required: Bachelor of Science in Nursing from an accredited college or university

Preferred: Masters of Science in Nursing preferred from an accredited college or university; Degree or Certificate in Nursing Education preferred

LICENSURE/CERTIFICATION/REGISTRATION

Required: Current license to practice as a registered nurse in the State of Oregon by the OR State Board of Nursing. ANPD specialty certification upon hire or agree to obtain when eligible. Current certification in Healthcare Provider BLS/ACLS/PALS required within 1 year of hire. Current certification BLS/ACLS/PALS instructor required within 1 year of hire. Valid Oregon driver's license and ability to meet SCHS driving requirements.

Preferred: Clinical Nursing specialty certification preferred

EXPERIENCE

Required: Four (4) years of progressively responsible acute care nursing experience is required.

Preferred: Two years (2) as a Nurse Educator at unit or hospital system level. Experience with various teaching methodologies, accrediting bodies for nursing excellence (ANCC), shared governance, clinical professional advancement systems strongly preferred. Program management experience preferred.

PERSONAL PROTECTIVE EQUIPMENT

Must be able to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.

Ability to evaluate and document the clinical competency of staff, identifying staff's and unit's needs strengths, limitations and opportunities.

Ability to plan educational programs for staff with various levels of ability given available resources.

Knowledge of adult instructional methods and theories, learning concepts and evaluation.

Knowledge of the current theories, principles, practices and standards, as well as emerging technologies, techniques, issues, and approaches in the nursing and allied health professions, particularly those applicable to the area of assignment/expertise, the culture of nursing and the health care system, as well as the responsibility and accountability for the outcome of practice.

Knowledge of laws, rules and regulations, standards and guidelines of certifying and accrediting bodies that scope, impact and/or influence the practice of nursing and allied health professions; knowledgeable hospital and department/unit standards, protocols, policies and procedures governing the provision of nursing and allied health care.

Knowledge of medical terminology; principles and practices of health promotion, risk reduction, illness and disease prevention and management; medications and drugs, common dosages, their physical and physiological effects, and possible adverse reactions, as related to assigned area

Knowledge of medical and professional nursing ethics and patient privacy rights.

Knowledge of computer systems and software used in functional area.

Knowledge of principles of project management, and working effectively with teams.
